GOLIATHS
While I like the rules for Leviathans in GASLIGHT, I find them a bit off when it comes to using Leviathans in the 25/28mm scale. A vehicle big enough for 30 or more men would be more of a piece of terrain in that scale, than a vehicle.
Therefore, I propose an intermediate size of landship between the Leviathan and the regular steam-powered landship (now that's a sentence you don't get to see everyday), the Goliath. Big enough to be imposing, but small enough to be reasonably sized for use with 25/28mm miniatures. It would have a ten man crew, with designated Captain, Engineer, and Artillery Expert (all with good saves). This would be enough people to allow the Goliath, to sometimes, do two things per activation (try to start and reload, try to start and fire, move and reload).

Here is an example of a Goliath in 25mm (a modified Mageknight Dwarven Steam Tank). A bit of fluff was that you couldn't fire the Gatlings when you fired the main gun, but you could when you were reloading it (if you were not moving or doing something else).
And here are a couple of game photos showing it with mainly 25mm Dixon figures (though many of them are modified.
